It is stated that the Governor's opinion does no doubt that Her Majesty's Government can authenticate the Regulations for deliberation and to ensure uniformity, a principle in the Prison Regulations of the 18th June to 1st July 1863, and that the new Regulation allows certain punishment for trivial offences within 5 months.
